I think everyone, no exceptions, should be required to put at least 10% down in order to buy a home, and no amount of refinancing should ever be able to get to that 10%. The only way to get it back is to sell the house. That would encourage people to buy a home, live in it, raise a family in it, retire in it, and even die in it, and that would be good for the country.
